In accordance to Executive Order No. 722, October 15, 2002, the minimum requirements to obtain PERMANENT RESIDENCY as QUALIFIED INVERSTOR are:

  1. USD 500,000.00 through purchase of real estate.
  2. USD 500,000.00 through investment in local financial brokerage.
  3. USD 750,000.00 through time deposit in local banking institution.

All investments must be made from funds outside of Panama and remain valid for at least five years.

We must point out that the aforementioned Executive Decree was modified by Executive Decree No. 109, which allows PERMANENT RESIDENT status as QUALIFIED INVESTOR with minimum investment of only USD 300,000.00 provided transaction is made before October 14, 2024. – After this date, the requirement reverts back to the original amount, i. e.: USD 500,000.00

IMMIGRATION FAQ

1. How long does it take to get my permanent residence approved as qualified investor?

Once all requirements are met, the term for approval is 30 working days, when a Resident Card should be issued.

2. After I get the PERMANENT RESIDENCY as QUALIFIED INVESTOR… how much time I must wait to become a Panamanian citizen?

To become a Panamanian citizen you must meet the following requirements:

  1. Five years of consecutive in-country residence, previous renounce to your original citizenship, knowledge of Spanish language, basic geography, history and political organization of the Republic of Panama.
  2. Three consecutive years of in-country residence, if you have off springs born in Panama o are married to a Panamanian citizen.
  3. The Republic of Panama is bound by international agreements of migratory reciprocity, which state that to aspire to local citizenship, foreigners born in Spain or any LatAm country must comply with the same term required for Panamanians citizens to become citizens of their countries.

Example of term requirements:

One year: Colombia and El Salvador.

Two years: Argentina, Chile, Costa Rica, Ecuador, Spain, Guatemala, Honduras, Mexico, Nicaragua, Paraguay, Perú, Uruguay.

Five years: All others.

3. What are my obligations as a Panamanian PERMANENT RESIDENT?

You must enter Panama every two years, however, this requisite can be excused if there if a relevant reason which prevented the resident from entering the Republic of Panama on a timely fashion.

Per Executive Order No. 5, July 8th, 1999, the Republic of Panama establishes procedures for reconciliation and mediation for the resolution of conflicts through a legally qualified agent known as MEDIATOR, whom can legally reach agreements and solve contractual or personal controversies to include: labor, family, real estate, commercial, building and construction, communications, sports, finance, industrial and intellectual property, insurance, brokerages, etc.

These process allows both parties an alternative to solve their discrepancy in a peaceful, simple, quick and lawful manner, without the intervention of judges, nor courts.
